Ombudsman (n.)
Someone from outside a group who provides independent, objective critique on what that group is doing well or poorly. A terrific idea in theory, it doesn't always work out well in practice because large organizations get touchy when you start saying that they're doing it wrong. But yes, each group should have one of these.
