To use less of something than you really should. There are different levels of skimping, mostly tied to what you're skimping on. Food for a night? Not great, but understandable. Concrete mix for a bridge support? Very not good.

When we were in Los Angeles for a work trip a couple months ago, it was impossible to miss the Birds. The ride-sharing scooter startup's machines were everywhere. That's the beauty of their model. Once you're done with a scooter, just leave it wherever, and someone else will pick it up. I know what you're thinking and yes, it is a bit of a nuisance. Cities don't like scooters lying *everywhere.* Some have banned Birds, leading to a lot of outrage from the 20-somethings who use them...like Chad and JT, who defend them to the West Hollywood City Council, beginning with the immortal words "Whaddup council:"
Look, we can't tell if this is entirely real or incredible performance art. But their ability to keep a straight face is impressive, especially as what their saying continues to be ridiculous. And, as one of our friends said, props to the city council for not shutting them down.
