Describing someone who takes himself or herself too seriously. The term comes from "The Diary of a Nobody", a late 1800s fictional diary that was a serial and later a book. The book's main character was Mr. Charles Pooter, and amazingly that's not the silliest name associated with it. That belongs to the book's illustrator, Weedon Grossmith, whose parents apparently liked pooterish names.
