Buckle up, we've got a couple definitions. The main usage we've seen is ineffective or no longer able to be useful. It can also mean overly refined and affected in a snobbish but ineffective way, and it has rarely been used to mean effeminate. Depending on the dictionary you have, you may see some uses first. But which ones are useful and which ones are effete? That's a test for the real world.
